Ruth Gall born in Poland in April 27, 1920. She and her family fled out of her country because of the German invasion in 1939, she had 20 years when she arrived to Mexico City, later she nationalizes as Mexican. She studied Physics, was a prominent geophysicist and founded the Outer Space Department of the Institue of Geophysics of National Autonomous University of Mexico (UNAM).
In 1955 she was a one of the few female physicists who studied the cosmic rays in the World, because, the German astronomer Karl Otto Kiepenheuer baptized her as Madam Cosmic Rays. As a UNAM professor she promoted the creation of Cosmic Rays and Outer Space Research centers and seminars in Mexico.
The purpose of this paper will be showing the Ruth Gall activities to promote the space physics and cosmic rays research through the formation of physicsts, and centers as Outer Space Department. She had the idea of developing the scientific research and technology in Mexico.

Álvaro Alberto and the transfer of nuclear technology in Brazil from France and West Germany, 1951-1955

Brazil's nuclear program from 1945 to 1955 was characterized by an initial rapprochement with the United States, Later, Brazil tried to diversify its technology exchange agreements by reaching out to France and West Germany. Alvaro Alberto was the responsible for the implementation of the Brazilian Nuclear Program in the 1940s and 1950s, included Nuclear Physics in the Curriculum of the Brazilian Naval Academy, where he was a professor. In 1951, as president of the National Research Council, he traveled to France.
That year, France was developing a program to locate its uranium deposits in its overseas territories. The French Atomic Energy Commission offered Álvaro Alberto to train Brazilian uranium engineers and prospectors.
In 1954, Brazil and West Germany worked together to develop a plan for electrification with nuclear energy, considering needs and possibilities, but this did not materialize.
That year, France was developing a program to locate its uranium deposits in its overseas territories. The French Atomic Energy Commission offered Álvaro Alberto to train Brazilian uranium engineers and prospectors.
